East Liverpool City Hospital & HIPAA

East Liverpool City Hospital has kept abreast of the regulations issued by the Department of Health and Human Services regarding the Health Insurance Portability and Accountability Act of 1996 (HIPAA). So far, final rules have been issued for electronic data transactions used in the administration of health care data and for privacy of individually identifiable health information, which will become effective in October 2002 and February 2003, respectively. East Liverpool City Hospital is committed to full compliance with these regulations. We are establishing policies and procedures to implement all aspects of the regulations that impact our services and plan to have these operational prior to the deadlines. We are making system enhancements to meet the standards for electronic data interchange and for privacy of the provider and client contracts to ensure compliance by those with whom we conduct business. As new final rules for HIPAA implementation are issued or changes made in the established regulations, East Liverpool City Hospital will be prepared to remain fully compliant.

 

Free Health Insurance

EAST LIVERPOOL – Ohio residents don’t have to be in the Medicaid program to get free or low-cost health insurance, say officials at East Liverpool City Hospital.

Individuals, couples and families who but can’t afford health insurance – many of them the “working poor” – can now obtain health insurance through the SCHIP (Healthy Start, Healthy Families) program, and business office personnel at City Hospital are ready and willing to help them fill out the applications to obtain it.

Children up to age 19 and pregnant women can apply for Healthy Start and working parents with limited income can apply for Healthy Families. The programs cover doctor visits, prescriptions, hospital care, immunizations, vision services, dental care, substance abuse, mental health, and other services.

For example, a family of four can earn up to $35,300 a year and still obtain health insurance for their children through the State of Ohio at a cost of $25 a month per child. An uninsured couple can earn up to $11,610 annually and get free health insurance for themselves. Pregnant women can also have some income and still qualify.

“There are an estimated 300,000 children in Ohio under the age of 19 with no health insurance,” said City Hospital President and CEO Melvin R. Creeley. “Most of us know at least one family with income too high to qualify for Medicaid, but too low to afford private coverage. The children in these families are especially at risk in suffering major health issues due to the lack of routine and preventative care.”

The State Children’s Health Insurance Program (SCHIP), known as Healthy Start, Healthy Families in Ohio, can provide free or low-cost healthcare coverage for the entire family – parents, children, and moms-to-be. Assistance is available in the patient registration area of City Hospital, or by calling the Customer Service Department at City Hospital at (330) 386-2057.

“Applications are easier than ever to complete and the process can occur through the mail. A face-to-face interview is no longer required,” said Creeley.

Families apply for Healthy Start, Healthy Families by filling out a “combined programs” application. Applications also are available by calling the Ohio Consumer Hotline, (800) 324-8680, or by contacting the county office of Jobs and Family Services in Lisbon, (330) 424-1471.

The Healthy Start Program for children is available to families who earn between 151 percent and 200 percent of the Federal Poverty Level and have no insurance coverage. A small premium is required - $25 per child, with a maximum of $75 per family. Coverage is guaranteed for 12 months regardless of income changes.

The guideline is 150 percent or less of the Federal Poverty Level for pregnant women. Pregnant women are eligible during the entire pregnancy and up to 60 days after the baby is born. Babies born to a mother enrolled in Healthy Start are automatically eligible for coverage for one full year. Health insurance from another carrier does not affect eligibility.

The Healthy Families Program is available to families - parents and children - who meet these income guidelines: individual, annual income of $8,590; couple, annual income of $11,610; family of three, $14,630; four, $17,650; five, $20,670.

Families with income slightly higher than that listed should still apply as a portion of monthly expenses will not be counted. (i.e. child care, child support etc.) Working families qualify.

Insurance Help for Small Business Owners

EAST LIVERPOOL – Information is available to help small business owners choose an affordable health care plan, with local doctors and hospitals, for their employees.

“Providing health insurance for employees is a challenge for the small business owner,” said Michael Winiarski, vice president for finance at East Liverpool City Hospital. “The small business owner may not know where to turn and doesn’t have time to research the plans. Sometimes we see people buy into plans and then find out they can’t use their local hospital and physicians. Often they don’t offer coverage at all because they think they can’t afford it.”

Contrary to popular belief, there are affordable plans providing not only local physician and hospital care, but also dental, vision, nursing home and prescription drug coverage, Winiarski said.
