River Valley Health Partners Board of Trustees Remain Confident

The Affordable Care Act (ACA) has had a very significant impact on small independent hospitals that primarily serve a large volume of government payers and underinsured. In 2013 the Board of Trustees at River Valley Health Partners (RVHP) decided to open the door to consider a partnership. The board was very clear to staff and community that only the right partner for the community and the health system would be selected. A letter of intent was signed with Mercy Health and for various reasons during the due diligence process it was determined that at that time moving forward was not in the best interest of the parties. The Board has since decided to take a two stage approach: seek out the “right” partner for our community and at the same time make the hard decisions and changes to be prepared to operate long into the future as an independent health system should the right partner not be found. Although changes are occurring at RVHP and ELCH those changes are being made with future operations in mind, not the closing of facilities.

Board President Pete Wicks said, “Our current cash reserves exceed our debt by millions of dollars, our bills are all being paid on time, and there are no plans to close East Liverpool Health System.” Over the last 10 years ELCH has invested more than 24 million dollars in our facility and recently has been expanding services to meet the needs of the community, including;

  • Numerous new physicians recruited to the area
  • New Behavioral Health Unit
  • Drug & alcohol stabilization program
  • Hospitalist program
  • Internal Medicine Medical Education Program (12 physicians)
  • Family Medicine Medical Education Program (8 physicians)

RVHP’s Board of Trustees and employees remain committed to the community they serve. Recently ELCH received a “Top Performer Award” for quality from the Joint Commission and has received an above average grade in safety from nationally recognized experts. ELCH has been a bedrock for our community for over 100 years and together we plan to be here for the foreseeable future.
